UN envoy: Myanmar must address criticism of polls

သံသယျဖစ္ဖြယ္ ေရြးေကာက္ပြဲ ကိစၥ စစ္အစိုးရ ရွင္းလင္းခ်က္ျပုရမည္ ဟု ကုလ သံကိုယ္စားလွယ္က ဆို

YANGON, Myanmar -A U.N. special envoy to Myanmar said Sunday he told its military government that it must address concerns about recent elections, which critics charge were rigged.ကုလသမဂၢ အထူးကိုယ္စားလွယ္တဦးက ျမန္မာစစ္အစိုးရအား ေ၀ဖန္သူမ်ားက လက္မခံနိုင္ေၾကာင္း စြပ္စြဲထားေသာ မၾကာမီက သံသယျဖစ္ဖြယ္ေရြးေကာက္ပြဲ ကိစၥကို ရွင္းလင္းေျဖၾကားရမည္ ဟုတနဂၤေႏြတြင္ ေျပာသည္။

Vijay Nambiar, who is also chief of staff for U.N. Secretary-General Ban Ki-moon, spoke Sunday to reporters as he was ending a two-day visit.ကုလသမဂၢ အေထြေထြအတြင္းေရးမွ ူးခ်ဳပ္  ဘန္ကီမြန္း၏  အရာရွိခ် ုပ္ျဖစ္သူ ဗြီေဂ်း နမ္ဘီယာက  သူ၏ႏွစ္ရက္ၾကာအလည္ပတ္ခရီးျပီးဆံုးခ်ိန္တနဂၤေႏြ့တြင္ သတင္းေထာက္မ်ားကို ယင္းသို့ေျပာၾကားျခင္းျဖစ္သည္။

He said he listened to as many parties as possible about their "hopes, expectations and concerns at this critical juncture" following the Nov. 7 polls and the release of opposition leader Aung San Suu Kyi from house arrest.ဆက္လက္ျပီးသူက နို၀င္ဘာလ ၇ ရက္ေရြးေကာက္ပြဲျပီးဆံုးျခင္း၊ေနအိမ္အက်ယ္ခ်ဳပ္မွ အတိုက္ခံေခါင္းေဆာင္ ေအာင္ဆန္းစုၾကည္ လြတ္ေျမာက္လာျပီးေနာက္ဆက္တြ ြဲအ ခုလို အင္မတန္အေရးၾကီးတဲ့ အေျပာင္းအလဲ အခါသမယမွာ ပါတီစံုဘက္စံုဆီက ေမ်ွာ္လင့္ခ်က္ ၊ေတာင္းတခ်က္ႏွင့္စိုရိမ္ေၾကာက္ၾကေနရတာေတြကို သူၾကားနာခဲ့ပါေၾကာင္း ေျပာသည္။

He said concerns about the elections have to be addressed "as transparently as possible."ေရြးေကာက္ပြဲ ရလာဒ္ ကို အျဖစ္နိုင္ဆံုး ပြင့္ပြင့္လင္းလင္းျဖင့္ ထုတ္ျပန္ေၾကညာရန္ သူက ျဖစ္ေစလိုသည္ဟု ေျပာသည္။

"This is important for laying the foundation of a credible transition" to democratic rule, he said.

Nambiar said he also called for the release of political prisoners, estimated by human rights groups to number more than 2,200.“ဒီအခ်က္ဟာ ဒီမိုကရက္တစ္ အုပ္ခ်ဳပ္ေရးသို့ ယံုၾကည္ရေသာ အသြင္ကူးေျပာင္းေရးအေျခခံအုတ္ျမစ္တခု ခ်မွတ္ေရးအတြက္ အင္မတန္အေရးၾကီးပါတယ္“ ဟုသူကေျပာသည္။ လူ့အခြင့္အေရးအုပ္စုက ခန့္မွန္ူးထားခ်က္အရ နိုင္ငံေရးအက်ဥ္းသား ၂၂၀၀ ခန္ုတို့အား လြွတ္ေပးရန္လည္း သူက ေတာင္းဆိုပါေၾကာင္း မစၥတာ နမ္ဘီယာက ေျပာသည္။

Nambiar met Saturday with Nobel Peace Prize laureate Suu Kyi, who said the talks were "very valuable" but that they might need "many and frequent meetings to sort out all the problems we are facing." မစၥတာ နမ္ဘီယာႏွင့္ နိုဘယ္ျငိမ္းခ်မ္းေရးဆုရွင္ ေအာင္ဆန္းစုၾကည္တို့ စေနေန့တြင္ ေတြ့ဆံုခဲ့ၾကျပီး ယင္းေတြ့ဆံုမွ ုသည္”အလြန္အဖိုးတန္ေပမဲ့လည္း က်မတို့ရင္ဆိုင္ေနရတဲ့ ျပႆနာ အားလံုး ကို ကိုင္တြယ္ေျဖရွင္းဖို့ မၾကာခဏ  ေတြ့ဆံုရန္ လိုအပ္ပါတယ္“ဟု ေဒၚေအာင္ဆန္းစုၾကည္က ေျပာသည္။

Since her release Nov. 13 from more than seven years of continuous house arrest, Suu Kyi has been busy talking with diplomats, politicians and international agencies.ခုနစ္ႏွစ္တိုင္ေနအိမ္အက်ယ္ခ်ဳပ္ဆက္တိုက္က် ခံခဲ့ ရျပီး နို၀င္ဘာလ ၁၃ ရက္ေန့တြင္ လြတ္ေျမာက္လာျပီးကတဲက ေဒၚစုၾကည္သည္ သံတမာန္မ်ား၊နိုင္ငံေရးသမားမ်ားႏွင့္နိုင္ငံတကာ အသင္းအဖြဲ့တို့ႏွင့္ စကားေျပာဆိုေနရျခင္းျဖင့္ မအားမလပ္နိုင္ျဖစ္ေနသည္။

The military has ruled Myanmar since 1962 and the Nov. 7 elections were widely criticized as being unfair, with vote-rigging to favor the military-backed Union Solidarity and Development Party. The official Union Election Commission has repeatedly corrected announced results that showed turnout exceeding 100 percent in some constituencies and declared two pro-junta candidates winners in constituencies in Kachin State where voting had been canceled.တခ်ို့ေသာမဲဆႏၵနယ္မ်ားတြင္ မဲေပးသူ ရာခိုင္ႏွုန္း ၁၀၀ ထက္ေက်ာ္လြန္ေနမွု ု၊ကခ်င္ျပည္နယ္ရွိ ဖ်က္သိမ္းထားေသာ မဲဆႏၵနယ္ႏွစ္ခုတြင္ စစ္အစိုးရ လိုလားေသာ လြတ္ေတာ္အမတ္ ႏွစ္ဦး အနိုင္ရရွိေၾကာင္း ေၾကညာခဲ့မွ ုတို့ေၾကာင့္ ျပည္ေထာင္စု ေရြးေကာက္ပြဲ ေကာ္မစ္ရွင္မွ ထပ္ခါတလဲလဲ အမွားျပင္ဆင္သည့္ ေၾကညာခ်က္ထုတ္ခဲ့သည္။

The results ensure the military retains power behind the scenes as well as overtly in parliament, which will become a powerful body. The previously elections in 1990 were overwhelmingly won by the Suu Kyi's National League for Democracy party, but the military did not recognize the results.ယခင္၁၉၉၀ ခုႏွစ္က က်င္းပခဲ့ေသာ ပါတီစံုေရြးေကာက္ပြဲတြင္ ေဒၚေအာင္ဆန္းစုၾကည္ ဦးေဆာင္ေသာ အမ်ိဳးသားဒီမိုကေရစီအဖြဲ့ခ်ဳပ္မွ အျပတ္အသတ္ အနို္င္ရခဲ့ေသာ္ျငားလည္း စစ္အုပ္စုက ရလာဒ္ကို ဥေပကၡာျပုခဲ့သည္။

"The United Nations looks forward to continuing this dialogue through direct engagement with all parties to help advance national reconciliation and the establishment of a democratic and civilian government in a way that contributes to Myanmar's stability and development," he said.

A long line of U.N. officials, including Ban, has attempted to broker talks between the opposing sides, but have failed to bring them together despite numerous claims of breakthroughs.ဆန့္က်င္ဖက္အုပ္စုႏွစ္ခုအၾကား စကားေျပာျဖစ္ဖို့ ၾကား၀င္ ေစ့စပ္ျဖန္ေျဖခဲ့တာဟာ ျဖင့္ မစၥတာ ဘန္ကီမြန္းအပါ၀င္ ကုလသမဂၢ အရာရွိမ်ားစြာ တန္းစီျပီး ၾကိုးပန္းခဲ့ေပမဲ့လည္း အထမေျမာက္ခဲ့ေခ်။
